Senate Majority Leader Juan Miguel Zubiri on Friday welcomed the possible special session of Congress for the passage of the second Bayanihan law.

This was after Malaca?ang mentioned the willingness of President Rodrigo Duterte to call for one if a consensus will be reached regarding the budgetary aspect of the proposed economic stimulus package amid the COVID-19 pandemic.

"Being legislators, we swore an oath to do our job with best of our abilities and so if there is a call for a special session to address the problems during these trying times then so be it and we will be there to heed the call," Zubiri said in a statement.

"We would only like to request that the executive department, particularly the Finance team, know what they want and coordinate with both houses to come up with a doable compromise so they won't waste the President's time and effort for calling a special session," he added.

Zubiri underscored that the Senate passed on second reading the proposed Bayanihan to Recover as One Act, featuring economic interventions worth P140-billion.

The bill, however, was not tackled on third reading before the Senate session adjourned sine die because the Palace decided not to certify it as urgent.

The Department of Finance did not recommend its certification, according to Zubiri.

On the other hand, National Economic and Development Authority chief Acting Secretary Karl Kendrick Chua previously said that despite the delay in passage, the executive and legislative officials were in an “advanced stage” as regards the proposed Bayanihan Law 2.

Meanwhile, the House of Representatives also approved on third and final reading the proposed "Accelerated Recovery and Investments Stimulus for the Economy (ARISE) Act" which seeks P1.3 trillion worth of economic recovery package amid the pandemic.

On Thursday, presidential spokesperson Harry Roque said a special session is possible if the conflicts on the proposed budget requirement would be resolved.

"Magpapatawag po ang Presidente ng special session kung mayroon na pong nabuong consensus, kung magkano iyong magiging stimulus package," he said.—AOL, GMA News
